Sniper Killer
This assassination option is the best choice for repeating the mission in Berlin; it is very effective.
Choose any sniper rifle that can be unlocked through the rewards/championships of other stages.
Take the sniper suitcase to the Skylight Access metal balcony, the one where the passage leads to the roof of the club (point 33 on the map).
Having raised your sniper rifle, stay on the metal balcony near the ceiling of the club. Turn to the south and inspect the area marked in the image.
Instead, use a ladder to get almost to the top.

Agent Banner - where can I find him?
Agent Banner is a somewhat unique case because you can find him in the same place throughout the mission. The banner leans against the railing at level -1 in the Lobby. This is the middle balcony (point 37 on the map) adjacent to a large lighting installation. Agent Montgomery shows up there from time to time, too.
Throw it over the railing (someone might get hurt)
The easiest way to get rid of Agent Banner is to push him over the railing. His death should be classified as an accident.
Unfortunately, attacking the Banner will alert the two technicians standing next to it. You have to eliminate them first. Rely on throwing objects or damaging the fuse box. Stun the technicians and hide both bodies in the nearest container.
Alternatively, after getting rid of both techniques, you can drag the Banner to a secluded place - use any throwing object for this.
Meeting with the club owner
This option is only interesting for completing one of the mission tasks. This is not very practical, since Agent 47 will be forced to engage in direct firefights with ICA agents. This will mean putting Agent 47 in danger and getting a lower score at the end of the mission.
